You do not need to exchange your EU licence for a UK licence. A standard fixed penalty notice is £60 and 3 points. You cannot have an EU licence endorsed by a court or fixed penalty office – they can only endorse GB licences. You will normally have to attend court – however – you can get an EU counterpart issued by DVLA – this is a counterpart that goes along side your EU licence and it allows you to have points put on – you need to complete a D9 application form – this can be downloaded from www.dvla.gov.uk – in search type D9 and follow the link – you need to send it to DVLA with your EU licence – suggest you send it recorded delivery and send a pre paid recorded delivery envelope for the return. You then send the GB counterpart, EU licence and Fine to the fixed penalty office.
