There is no max. Keep in mind forming a group in Dawn is for organizational purposes; its not something that allows you to target other group members more easily. In other words there isn’t going to be a list of group members on the side of the window – this wouldn’t be feasible in war scenarios when your group might easily have 100+ people in it.
