There are two rules, and neither is more authoritative than the other. The older rule was you put commas before the last; the newer rule is you skip the last comma. Confusion can result if you don’t put a comma before the last, however, and I think the older rule is better. There really is no good reason for the newer rule and the better authorities seem to still require the last comma. See the Chicago Manual of Style: “6.19 Comma needed “Items in a series are normally separated by commas (but see 6.60). When a conjunction joins the last two elements in a series, a comma—known as the serial or series comma or the Oxford comma—should appear before the conjunction. Chicago strongly recommends this widely practiced usage, blessed by Fowler and other authorities (see bibliog. 1.2), since it prevents ambiguity.
