Reputation points, if you didn’t check out the thread I linked to above, is the sum total of Reputation you have been given. Reputation Power is the amount you can give in positive reputation. You can give up to half your Reputation Power for a negative rep. Example: You have 20 Rep Power. You can negative rep someone for 10 or positive rep someone for 20.

Reputation points is the amount of reputation you have in total; reputation power is the amount you change someone’s rep points when repping them.
