If you are shipping an item, please do not ship your item until the funds have cleared into your PayPal account. You will be notified by email when the funds have cleared into your PayPal balance.” So, to get instant activation, you will have to pay by credit/debit card. Otherwise, you will have to wait for 4 days to get your account activated.
