HDMI cables can’t be labeled as 1.3 or 1.4, it is not illegal, but it is fraud, because they just confuse people like you. There are only two main types of HDMI cables: standard, and high speed ( There is a version with ethernet, but lets not go there). If you buy HDMI High speed you should be OK.
