As stated before, a spell can be used for a variety of reasons, and a hex is used to inflict negative energies or some kind of hurt upon someone or something. Keep in mind that spells generally create good karma, and hexes create negative karma. Thus, the Threefold Law comes into play… Blessed Be.

I think a hex is bad and a spell can either be good or bad. A spell usually won’t be granted to you from the Goddess unless you are a worthy and good person and it harms none.
