I’ve never seen any official word on this, but it seems that the only difference between the two is that FS doesn’t make observer planes visible in the game, which means they can’t cause crashes with other players. However, all players send all the normal game messages, regardless of whether they’re a pilot or observer. So observers still increase the required level of bandwidth just like pilots do. The only exception to this is add-ons such as FSNavigator, which only receive messages, and don’t send any. See the topic Does FSNavigator slow down the game? for more info on add-on connections.
