Park Homes are manufactured with wheels and a towbar to comply with the Caravan Parked Act. Cabin, Chalet or House is constructed without the wheel assembly.

I think the answer lies in the mobility of the structure. It seems like park homes are more like recreational vehicles which supply you the full facility of a house – cooking, toileting, storage, etc but with the one additional option that you can drive it away to somewhere else if you need to.
