Whats the definition of Incident and Accident?
The NTSB defines Incident and Accident in CFR 49, Chapter 7, Section 830.2: Aircraft accident means an occurrence associated with the operation of an aircraft which takes place between the time any person boards the aircraft with the intention of flight and all such persons have disembarked, and in which any person suffers death or serious injury, or in which the aircraft receives substantial damage. Incident means an occurrence other than an accident, associated with the operation of an aircraft, which affects or could affect the safety of operations. In our compilation, an “incident” or “event” may be used as an umbrella term including accidents, or sometimes “event”. However, note that “incident” and “accident” are precisely defined terms when used within reports. The definitions above were also used as the primary criteria to keep away from the CHiRP or ASRS databases, by mainly focusing on events of sufficient impact to warrant formal investigations.
