What the voters decide the costs to be. With the increase of representation, the citizens compensation committee would have to reset the salaries of the Assembly. One key factor in determining the salaries of the representatives is their duties. Whatever the increase in representation, their duties would be decreased proportionally. This means there would not be a need for as many staff members and thus less pay.
