Whats the cheapest way to retrieve data off a broken hard drive?

The cheapest way is to go back in time to just before your drive crashed and back up the data to a CD, DVD, or another hard drive. Problem solved! There are companies that retrieve lost data from crashed HDD’s. I believe they remove the platter(s) from the old drive and place them into a working drive of the same type, then read the data from the platter(s). I don’t believe any of them are cheap. It’s a great way to get rich, as long as people don’t bother to back up their data. Here are a couple of sites from a quick Google search. I have no experience with either of them.
