I amy be reading your question differently than others. If you are trying to waterproof the upper level so that the lower level remains dry: I have seen products at the home and garden shows and Expos that do this. They are interlocking panel systems that collect the rain and move it out and down through a channel or gutter system. We looked in to this for our upper level, but it was too expensive for us. Our neghbors rigged something using panels of corrugated metal, which they riveted together to direct the water out and away. It fit up under the second deck level providing a “roof” for the bottom level.
