The only way I know is to support your local humane society and rescue organizations by donating, volunteering and helping to educate the public. Most of the pet stores in my area are affiliated with a rescue organization or the humane society and the animals they have are adopted, not purchased. The rescue organizations are getting smarter about fundraising by running boarding kennel businesses to support their efforts and putting their animals in public view all the time at these pet stores. Lots more animals get homes and they can afford to care for lots more too. And if you know of a puppy/kitten mill, call the animal control people in your area and complain.
