Passenger carriers need a Class 1P Certificate of Authority, issued by the Oregon DOT in order to provide for-hire regular route, full-service scheduled operations from point to point within Oregon, unless the carrier has interstate authority granted by the Federal Motor Carrier Safety Administration that encompasses those routes. Regular route scheduled means the transportation of persons between designated points over designated routes under time schedules that provide a regularity of services. Full-service means service that is offered during any part of more than 10 consecutive months in any 12-month period.
