The technology concerning renewable energy is still a fairly young technology if you compare it to say the oil and gas industry. Twenty years of development is not a long time, and even less when you consider the rapid changes in market structure that have happened over the last few years. Some countries have great experience with wind power, but others have gone directly from small scale production to major energy conglomerates setting up entire wind and solar farms.
