Civil Liberties Guide Tom Head points out that conventional wisdom about ‘welfare mothers’ and higher birth rates ignores the fact that “lack of access to health care, including birth control (which is expensive, prescription-only, and not covered on most insurance plans), is at least as much of a culprit.
