There is a product call Titen Screws by Simpson Strong tie that you can get at a screw and fastening distributor. They come in many different sizes and diameters. I have used them to attach 4×4 handrail posts to the sides of concrete landings and codes requires that a 200lb weight leaning against the rail be maintained in strength of the fastening system. These screws worked great, wedge or sleeve anchors pulled out when leaned against. but the titen screw held securely. The screw has threads that are about a 1/4″ apart and they are primarily used for anchoring conveyor systems to concrete floors. As you can imagine, the strength needed to hold a conveyor with the vibration and movement is great and these screws are highly recommended. Be sure to use pressure treated lumber for your 2×2’s that come in contact with concrete or block. I do agree with your decision to use 2×2’s and fasten shelves with to them.
