I have owned an REI ultralight Jacket and it was perfect for Seattle’s winters which sounds very similar to the your winters, if not a bit colder. Its a great soft shell jacket that is breathable, has mesh lining in the inside so if you sweat while hiking it dries quickly and its very water resistant (not sure if its waterproof, even though it claims to be, just haven’t tested that).
