“Choushin” refers to the three most powerful goddesses in the universe, i.e. Tsunami-sama, Tokimi-sama, and Washu-sama. Kajishima-sensei says that Tokimi is currently the most powerful. This is because she controls the power of the Choushin and can cut Tsunami and Washu off, preventing them from acting (as seen in episode 19 of TM!R).
