The DCSF have indicated that the local authority can use the incentive premium, to incentivise providers to deliver the new free offer. Providers can use the funding to purchase small items such as scatter cushions; small refurbishments e.g. small paint but not capital items refer to the Sure Start Capital Guidance. The uplift premium can be also be used to cover additional staffing costs. See guidance Document page 10.
