I would say, at least, +25%. It is a whole different world, because contract rate is not one-to-one mapping into salary rate. “Contract hour” is an indication of qualification, not presence. In other words, there must be certain overhead embedded to protect from overruns. Call it project complexity “insurance” if you will.
