The true difference between a college and a university is based on the percentage of PhD’s who are paid as instructors. Unfortunately in the largest universities, the PhD’s are actually paid to do research and oversee the graduate students who teach the classes. So when someone talks about a college they could be referring to a community college or they could be referring to a small private college. Either of those might have great educations. Some states have a university and a separate college, which is usually cheaper. California used to have a two tiered system until they did the math and realized that their colleges were all legally universities. Still the Cal State Universities are cheaper than the University of Californias.
