What would be eligible expenses under the Urban Circulator program?
Section 5309(b) grants authority to the Secretary to make capital grants to assist State and local governmental authorities in financing new fixed guideway capital projects, extensions to existing fixed guideway systems, or corridor based bus investments including the acquisition of real property, the initial acquisition of rolling stock for the systems, the acquisition of rights-of-way, and relocation. Operating funding is not an eligible expense under the program. Although Section 5309 also allows the Secretary to make grants for fixed guideway corridor development for projects in the advanced stages of alternatives analysis or preliminary engineering, due to the limited amount of funds available, FTA is limiting awards under the Urban Circulator program to final design and construction activities only.
