Amendment XXVIII Section 1. Article I, Section I, is revised accordingly. Section 2. All legislative Powers herein granted, except for the initiative, referendrum, recall Powers, that are reserved to the People, shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.
