At the doctoral level, they usually pay you to participate in the program. You would have to work as a teaching or research assistant. You would have to be very stupid and/or rich to have to pay for a doctorate in psychology. Some programs are very competitive because of the limitation of spots. For example, at one university 81 applicants competed for 3 spots.
