What works better to lighten sun spots & birthmarks, hydroquinone 4% or Retin-A?”

I use 4% hydroquinone to lighten some electrolysis scars on my legs. I use Retin-A on my face only. They both work well to lighten hyperpigmentation, but retinoids work best for sun induced damage. Hydroquinone inhibits melanin production, Retinoids penetrate the dermis and influence the way new skin cells are formed. Retinoids also accelerate the skin cell turnover rate. Because they work in different ways, you can use them both together for a synergistic effect. Unfortunately, I don’t think either one will have an effect on a true birthmark. You probably need laser treatment for that, ask your dermatologist.
