The following rules should be used by RDN hubs and HEA subject centres when exchanging metadata records: • Any semantically significant modification to an existing metadata record (e.g. addition of new metadata elements, modification of descriptions, etc.) must result in the new record being assigned a new metadata record identifier. Where possible, this process should not result in a new POI being assigned to the resource. Services may choose to not expose copies of modified records for harvesting by others. • Minor changes to metadata records (e.g. spelling corrections, etc.) should not result in a new metadata record identifier being assigned to the modified record. However, the originating RDN hub or HEA subject centre should be notified of the changes so that appropriate modifications can be made at source. • Unmodified records that have been harvested from other repositories must not be re-exported for harvesting by others – i.e. repositories should only export records for which
