Most of the DOL wage determinations for weatherization work specify that an installer of a hot water heater would fall under the HVAC/Furnace Heating/Cooling Installation Worker Classification, which is defined as: a skilled worker who may be an electrician, plumber, and or a certified HVAC person. Weatherization may employ a licensed plumber or electrician and use the HVAC Mechanic Classification to pay for the installation of hot water heaters, furnace or cooling systems, and all associated work which may include electrical, pipe and duct work. Therefore, use the HVAC Installation Worker Classification wage rate for installation of a hot water heater during a weatherization project.
