From 27 November 2008 when tier 2 launched, postgraduate deaneries can no longer issue a PD1 to cover work permits for postgraduate doctors in rotational training programmes where there in no lead employing trust arrangement in place. Under the new system doctors moving on rotation to a new trust will need each trust to issue a CoS. The Department of Health is currently working closely with the UK Border Agency to investigate alternative arrangements following the removal of the PD1 system.
