She has wide ranging powers to gather evidence, and has already begun preliminary inquiries into Mr Fulton’s allegations. She is now seeking a formal interview with Mr Fulton and the RUC handler. Officers will want to see the handler’s notebooks and to hear a recorded conversation between Fulton and the handler. The ombudsman may interview detectives, not just to understand their responses, but also to ascertain Mr Fulton’s reliability as a source of information.
