• The Utah Constitution currently contains no explicit guarantee that a convicted person who is actually innocent has access to the courts. SJR 14 will write into the Utah Constitution a guarantee that actually innocent persons can never be blocked from obtaining legal relief. However, these guarantees are for the truly innocent— those who did not participate in the criminal episode for which they were convicted.
