Soften the varnish with rubbing alcohol by applying it for 10 – 15 minutes but do not rub the surface during this time, just soak it – if a side panel, repeatedly wipe the area with a rag soaked with rubbing alcohol but do not rub it with the rag with any force. After the soaking period use a Clay product like “Mothers California Clay bar” to rub off the offending varnish. Follow the instructions carefully! Clean all of the other body panels after removing the varnish because if you do not, the areas you cleaned will appear brighter than the rest! After rubbing out the entire surface apply a coat of high tech polymer or Teflon based finish protector / polish to protect your paint from the inevitable future attacks from birds, weather , Nuclear Fallout and local “gits” …….
