Yes, Service members will now be responsible for paying their own utilities. Residents will receive a utility allowance that will be calculated annually and based on historic information. Those residents on base who consume less electricity and heat than average for the type of house they occupy will be able to pocket the excess cash and those who consume more will pay the excess cost.
