What will happen to the funds formerly allocated for the Penalty Mail Program?
A— In the absence of any statute directing otherwise, the funds formerly allocated for the Penalty Mail Program will be distributed in FY 2004 and thereafter according to the statutory formula authorized under the Smith-Lever Act.
