We will be responsible to Monitor in all aspects, and Monitor is responsible for ensuring Foundation Trusts run efficiently. The application process is rigorous and it is expected that Trusts who are successful will anticipate financial problems and manage them accordingly. If, after a significant period of time, Monitor felt it was appropriate they may bring in external management to Trusts in the same way as happens currently for ordinary NHS Trusts.
