The Ministry of Justice is keen to stress that the 2,500 place Titan prisons are not expected to be ‘warehouses’ for prisoners, but will instead be broken down into a series of medium-sized units of between 200 and 500 places each that would be practically self contained – although they would share infrastructure such as reception and perimeter fencing. This would allow different types of offender within a single building. The size of the Titans is expected to allow economies of scale compared to the smaller units previously built, although the final price tag for construction alone is expected to be more than £350 million.
