What will be the basis for reapportioning ARRA 5307 and 5311 funds? Will the reapportionment be based on a discretionary review of submitted projects?
All areas obligated 50 percent of the funds apportioned to them before the September 1 deadline; therefore no funds were made available for reallocation. The balance of the initial apportionment must be obligated by March 5, 2010. Many areas have already obligated all of the funds apportioned to them. FTA expects all of the funds to be obligated before the next deadline and that no funds will be available for reallocation. Currently, ARRA funds are not eligible for operating assistance. There is a legislative proposal included in the Supplemental Appropriations Bill S. 1054 that, if enacted, will allow transit agencies to use up to 10 percent of their formula grants from the Recovery Act on operating expenses.
