What were the major decisions from the Congress of Vienna?
First you have to understand that the Britains dominated the agenda of the congress. Their main interest was to forge political stability on the continent. This took shape by the actions of the Austrian minister von Metternich. 1. Forging of a holy league of European monarchs 2. The creation of a medium sized Dutch state as a counterweight for France 3. The return of the ancien regime: the abolishment of all democratic reforms caused by the french revolution and napoleon 4. The balance of power on the continent between France, Prussia, Austria and Russia In 1830 and 1848 there were revolutions troughout Europe, but this did not effect the balance of power forged in Vienna. War did not return to Europe untill 1864.
