What were the achievements of the Congress under the Articles of Confederation?
The fear that some states would have more power than others in a national government. So each state had one repersenative(ONE vote) in the Confederation Congress. BUT on important matters like declaring war- nine states would have to agree. This was done to insure that the 7 small states could not outvote 6 larger states.
