What were some major findings by the Task Force that warranted a change based on the way the Army will function in the future?
The NCOES is a great program, which can be improved by moving portions of the training curriculum to an earlier period in the educational development process. This will prepare NCOs at an earlier stage to meet demanding and diverse Army requirements. Another finding is there is a great amount of commonality between and within MOSs. By combining some functions, a more robust and versatile force will be developed. Here are some of the other major findings: • The current process to change the Armys Military Occupational Classification Structure (MOCS) is too long; approved changes to Army units are taking 3 1/2 years to implement. • Our assessment tools for potential soldiers need refinement to meet the needs of todays and tomorrows high technology Army. The current instruments have not been updated since 1976. • The device used to ensure fair career progression was based on groupings of MOSs; the Task Force determined that one based on individual MOSs is far more reasonable.
