Water served to 25 people per day at least 60 days out of the year is regulated under the State and County Sanitary Codes. Certain other supplies are also regulated. Check out the definition of Public Water Supply in Part 5-1 (see the Laws, Regulations and Codes webpage). There are some other criteria as well.
