In terms of the overall impact of a single winter storm system over a large area, the top two are probably the Blizzard of 1888 and the Superstorm of 1993, both in the eastern US. For maximum snowfall from a single storm, the record is 189 inches over seven calendar days at Mt. Shasta, California, in 1959 (of which 103 inches fell in two days, a world record).
