The Congress of Vienna in 1814-15 was an attempt to turn back the clock. After Napoleon was defeated at Waterloo, the Congress met to decide how Europe would be ruled after the defeat of the French emperor. The Congress restored many European kings and princes forced from power by Napoleon or by forces associated with the earlier French Revolution (1789-1799). The monarchy was restored to France in the person of Louis XVIII. The victorious allies (England, Austria, Prussia & Russia) kept territories they had won.
