Once Napoleon was in control he rebuilt the French economy and began reforms, expanding the infrastructure, opening public schools, reforming the military, creating a civil code, and negotiating a concordat with the pope were only a few of his achievements. By 1804 he was so popular that a plebiscite was held to decide whether he should be crowned emperor of the French, to which the public greatly approved.
