Because the presidential election of 1800 was contested and, therefore, prolonged, outgoing president John Adams used the additional time to force an updated Judiciary Act through Congress that allowed for many new districts, and of course new political appointees. Adams immediately began filling these jobs with Federalists, and according to popular rumour even stayed up until midnight on the eve of Jefferson’s inaugaration signing the paperwork to fill as many of these judicial jobs as possible before his term ended.
