Was Old Head of Kintale patrolled? Had the Admiralty received warnings issued from the German Embassy in America? Was it not known that submarines were patrolling? Should the Admiralty have sent a convoy to safeguard the Lusitania? Most of these questions were referred to the Mersey Comission.
