If you are referring to digital computers, the first used by government agencies is generally reckoned to be ENIAC – used for various things by the America military in the 1940s. The first to find a real use in business was UNIVAC, dating from the 1950s. But… If you are not talking digital computers, businessmen and governments used the ABACUS to perform calculations, but I guess this was more like a pocket calculator, since it is not programmable – one of the requirements of being described as a computer.
