What was the difference between the German government and Italian government during WW2?
Shortly German government was of Totalitarian kind; Italian was something between a real Totalitarian government and an authoritarian government (a simple dictatorship). In Germany Nazi’s Party was the rule, the government: no other powers even exist: there was no distinction between the government and the Party. The rules (if any) were based only on the fuhrerprinzip: the will and the word of Adolph Hitler (or of anyone in higher position) was law.
