He WAS alive during the Whiskey Rebellion, and he crushed it. Washington saw the Whiskey Rebellion as a direct threat to the authority of the federal government. He had earlier witnessed the weakness of the old Confederation government to the threat imposed by Shay’s Rebellion, and he was not going to tolerate that kind of insurrection on his watch. He mobilized the Pennsylvania State Militia and personally led them against the rebels, crushing resistance.
